On June 25, 2024, Malaysia’s Parliament passed the Energy Efficiency and Conservation Act (EECA) 2024, officially gazetted on January 1, 2025. Replacing EMEER 2008, it marks a new era in energy management. This article explores its purpose, key stakeholders, and role in Malaysia’s sustainable energy future.

What is the Energy Efficiency and Conservation Act (EECA) 2024?
The Energy Efficiency and Conservation Act (EECA) 2024 is Malaysia’s most comprehensive legislation on energy efficiency, covering both electrical and thermal energy systems. It is designed to combat climate change and strengthen the nation’s commitment to reducing carbon emissions and promoting energy efficiency across all sectors.
Aligned with the National Energy Transition Roadmap (NETR) 2050 and Malaysia’s COP21 commitments, EECA 2024 marks a shift from the electricity-focused EMEER 2008 to a holistic energy management approach, expanding from kilowatt-hours (kWh) to gigajoules (GJ).
