Nur Azhani, OGMTD Committee Members<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>This article highlights the safety protections and measures in place according to technical standards and engineering design practices of gas pipeline transmission and distribution systems. The right-of-way (ROW) is designated as the operational and maintenance access area for the underground pipelines. The width depends on the pipeline size and operating pressure. It is essential that the ROW always remains clear at all times, with access by any unauthorised persons restricted to areas outside the ROW or within controlled areas. Any encroachment into the ROW is prohibited to maintain the safety and integrity of the pipeline. The controlled area extends from the ROW as a safety barrier and buffer zone to prevent direct encroachment on top of the buried pipeline.<\/p>\n\n\n\n<p>Pipeline markers and warning signages are installed at distance intervals, line-of-sight, or at strategic locations along the ROW. The warning signages display the operator&#8217;s name, emergency contact, and a description of the underground facility, for the public to report any abnormal activity within and near to the ROW or in the event of an emergency. At pipeline crossings, such as roads, rail tracks, and monsoon drains, load analysis should have been conducted, and additional protective measures, such as culverts, are installed to withstand the external loads from traffic and heavy machinery stress.<\/p>\n\n\n\n<p>Since natural gas is colourless and odourless, an odorant is injected into the distribution pipeline network to create a distinctive smell in the event of a leak. This odorant injection is applied to smaller-sized pipelines operating at medium or low pressure situated close to end users. In contrast, an odorant is not injected into high-pressure transmission pipeline systems due to its pipeline size. Distribution pipeline system typically pipelines segments with diameters less than 12 inches and operate at pressures below 24 barg. In contrast, transmission pipeline systems are pipelines segments with diameters greater than 12 inches, operating at pressures higher than 24 barg. Due to the large capacity, extensive length and remote location, odorant is generally considered impractical and economically unfeasible to be injected into the transmission pipeline system.<\/p>\n\n\n\n<p>In accordance with ASME B31.8-2003: Gas Transmission and Distribution Piping System, the location class of a pipeline shall be determined based on an assessment that includes identifying and varying selection of the protection design factors. Consideration must be taken to account for potential areas for development and for high-population areas, where the possible consequences of a pipeline failure in the proximity to these areas must be evaluated and reviewed for public safety.<\/p>\n\n\n\n<p>Gas pipeline operators shall always adhere to relevant codes and standards to ensure the integrity and safety of the gas pipeline facilities. This includes frequent public engagement and routine patrolling, both on land and via aerial surveillance, to monitor the ROW for potential risks that could affect public safety. A Supervisory Control and Data Acquisition (SCADA) system is employed to provide early detection for overpressure with Leak Detection System (LDS) for pressure drop in the pipeline. The SCADA system provides 24-hour system alerts to operators in case of abnormal flow profiles at less than 5 seconds refresh rate. Pipeline pigging is used to inspect material degradation and to calibrate locations using the Geographical Information System (GIS).<\/p>\n\n\n\n<p>It is imperative that local authorities, district offices, town and city planners, nearby landowners, potential developers and contractors, and gas pipeline operators conduct a round-table review of the natural gas pipeline risks to the public in view of recent events in the country.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"515\" height=\"720\" src=\"https:\/\/iemjurutera.my\/wp-content\/uploads\/2025\/05\/cd-1.jpg\" alt=\"\" class=\"wp-image-696\" srcset=\"https:\/\/iemjurutera.my\/wp-content\/uploads\/2025\/05\/cd-1.jpg 515w, https:\/\/iemjurutera.my\/wp-content\/uploads\/2025\/05\/cd-1-215x300.jpg 215w\" sizes=\"auto, (max-width: 515px) 100vw, 515px\" \/><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>By Ir.
